you have a problem with user archives.

Your user achive has problem. You must install user achive option in WinCC CD.

If I don't use user archives,It's ok.I can create and run project sucessfully.

Do you have licence for User Archives? If yes, is it still valid? (you may check the licence with licence manager)
If it's OK, try uninstalling and reinstalling User Archives option.
