I am installing 800xA version 5.1 with 32 bit , but the setup ended because of an error ; one of DLLs failed to register .

Your Windows is not configured with 800xA requirements. Maybe you are using non-compatible software or something else...

Reinstall Windows and arrange all of the installed software in accordance with 800xA requirements.
