I've now working with Intouch 9.5 and a Siemens processor 400 and I've to create a lot of tags.

Someone knows how can I create and export this tags from my DB's to a intouch

I don't now Intouch 9.5, but you can easy export tags to MS excel, and then somehow to Intouch.
