You need install key SIFLA9XEP10101.EKB WinCC flexible 2005 Advanced from Yellow Flash (see http://simatic.net.ru/viewtopic.php?t=218&start=45 ).
If you install Step7 v5.4 SP1 with ALM 3.0 you need remove all FastCopy keys and anew install keys from Yellow Flash
