First check compatibility your OS with your installing PCS7
https://support.industry.siemens.com/compatool/#/main/start - (registration necessary)
If OK then check follow configuration:
Note:
The Internet Information Service (IIS) is required when using:
• PCS 7 Web server
• Information Server
• PC station where BATCH archives are stored
• PDM Server
If IIS not required,
Net framework 3.5 and
Microsoft Message Queue need to install only.

I am installing vmware now . Should I change my computer windows features or is it enough for changing windows features at vmware ?

You need install windows features in the vmware, on the host it doesn't matter.
