it is the same as KEPWare Server use it instead

no Kepware is not free but you can download the key generator for all Kepware channels from here and enjoy using them check the following link

What driver should I use to watch variables from a Labview program?
is there no beckhoff twincat driver on kepware?

you can check the list of the available drivers on www.kepware.com and as much as no there is a driver for Beckhoff TwinCAT I/O
