Yes.
1 - TxD (transmit data, output) - connect to T1IN pin of MAX232
2 - RxD (receive data, input) - connect to R1OUT pin of MAX232
3 - Vcc (power +5V) - can be the power source for MAX232
4 - GND (common)

we Need Instruction for Uploading the Program from WAGO Controller to PC.

Just use ftp, but... There is no reason to upload compiled program from controller. You can't get the source code from it...

Anyway you need to convert RS232 voltage levels to TTL.

Or use USB(with serial converter) or serial datacable from old mobile phone.
