Yes you can convert from 8 to 10.1 as you can do all convert from lower version to higher. You just run maker and it converts!

InTouch 10.1 is supported on Windows XP SP3 and Windows Server 2003 SP2 operating systems.

hi,
i have xp sp3 and i want to convert the project 7.0 to 10.1
i have runtime licence intouch 10.1 sp2 but i can not convert it by using runtime license. So i need development license. can you help about this,

Just to mention that directly isn't possible to covert it from 7.0 to 10.1. Via 8.0 is OK. Use search function.
