SLC 5/03 CPU FLT led solid red

Hello,
I have this CPU SLC 5/03 with FLT solid red, not flashing. I have trying to communicate, but there is
no answer from cpu.
I have measure the PS, it is a 1746-P1, and i have just 22.3 VDC to output.
can you help me with that, please?

If it's a solid red CPU light it's most likely a hardware fault. I've never had any luck bringing one back up. I've heard of some being recovered by hardware flash (bios upgrade) with OS302 but you can't get them any more.
Might want to start shopping on eBay.
