[?]: How to Read these simplified Chinese Language ?

Dear all
I tried to read the program of Taiwan-made machine. And I have a CX Programmer version 9.31
But why the writing is not legible? Is there a problem of my software, or is there a Language Pack for multi languages ​​(mainly Chinese)?
The reading is in attachment.

Try:
1. Install support for East Asia languages for Windows XP.
2. Set language for non-unicode programs as Chinese Simplified (PRC) or Chinese Traditional (Taiwan).
3. Restart Windows, open CX-Programmer and read.
