[?]: problem on PCS7 RT PO LICENSE ?

I met a problem when I use PCS7 RT PO LICENSE.
I have install PCS7 RT PO LICENSE,but when I download the program, the system will message me that these is no PCS7 RT PO LICENSE booked.
I checked process objects statistics , found out I have configured 1124, booked 0, but available is 5000.
Why this happened?
somebody can help me?

WinCC versions ?

WINCC has no problem, and there is no this file(Authorinformation.inf)
