Sim_EKB_install not working in win2k-sp3

Dear Sir,
I am trying to get authorization keys for wincc v5.1 hotfix 3 in windows 2000 sp3. Sim_EKB_install is not working and stop with sim_ekb create error windows stop this exe.
I am trying to lot but unable to put Wincc +runtime on license mode. I tried disk images also by disk create tool but no any success. disk creating tool is working in window 2000 sp3 but not install. I create same environment as in faulty computer was there. ALM also unable to find for same. please guide me how i can get success.

What's the problem then?
