Why are there such difficulties? It is sufficient to copy the contents of the CF Card with the license on the CF Card without a license.

because I think that the license is linked with CompactFlash serial number... Is it correct ? Or have we a master key also ?

What do you mean "CF Card without a license"?

The CF card file license is "linked" to the serial number of CF card
If you move the content of CF card to a new CF card the license don't run
